The best cities with a tolerant attitude towards immigrants
Moving to the best cities to live in can be tricky due to countries’ migration policies. To obtain a residence permit, in most cases, you need to have a good reason: for example, to receive an invitation to work in the country or to marry a citizen.
Some countries offer visas, residence permits or citizenship to investors. To take part in the investment program, applicants invest a certain amount in the development of the economy of the selected state: they make a subsidy, open a business or buy real estate.
Investment programs operate in Portugal, Greece, Spain and Malta. In the United States, you can get a visa by investment. In Austria and Switzerland, cosmopolitans receive a residence permit for being financially independent: you can live with it in the country, but you cannot work and do business.
Of the top 10 cities for living, only four are available for relocation under the investment program: New York, Los Angeles, Madrid and Barcelona. We have selected a few more cities in countries where cosmopolitans can obtain a residence permit or a visa for investment. We will tell you where it is comfortable to live, relax, do business and where it is profitable to buy real estate.
Zooming in on Tokyo
Despite being the world’s largest urban area, Tokyo compares favorably compared to other top megacities across the index. When ranked among the top five megacities, it places in first for Purchasing Power, Safety, Traffic Commute Time, Cost of Living, Healthcare, and Pollution.
What’s so special about Tokyo? One major thing going for the Japanese city is its immaculate public transport system. The city’s transport is so efficient, the city’s rail service once issued a public apology after a train left the station 25 seconds earlier than its scheduled departure.
Another factor that makes Tokyo so livable is its relatively affordable housing, at least compared to other big cities like New York and Hong Kong. This is partly because of the city’s flexible land zoning system, which makes it relatively easy for developers to build housing and mix-use communities.
As our world becomes increasingly more urbanized, and cities around the world continue to increase in size, will they be able to emulate Tokyo’s growth? And if not, what other city design trends and innovations can cities utilize to raise quality of live?
Osaka / Japan
Besides being the second most important financial center in Japan, Osaka is also the second biggest city in the country.
It has population of about 14 200 000 people. It posses perfect infrastructure.
Can be seen many skyscrapers, but is not recommended to have too high buildings, because this city is located in the most seismic area on the planet Earth.
Everybody who have the chance to visit Osaka, will be delighted by the incredible order in every part of the everyday life.

Manila / Philippines
Manila is a city with population of around 11 500 000 people.
It is very beautiful, charming and exotic, because of the lush greenness on the streets and city parks.
This is the biggest city in south-east Asia.
The skyline of Manila is impressive.
In the down town you can see a lot of high and modern skyscrapers.
In fact, the skyline of Manila is even more impressive then the silhouette of Los Angeles, Frankfurt, London and so on that are proud with their skyscrapers.
Otherwise, despite the exotic occupation the city has not beautiful beaches.
Just the contrary.
The cost of the city is commercialized and industrialized.
The best cities for business
In 2020, Startup Genome presented the Global Startup Ecosystem 2020 report, which ranks the best cities in the world for startups. The first three positions are occupied by San Francisco, New York and London.
San Francisco tops the rankings thanks to the famous Silicon Valley, an arearnhome to many high-tech companies.
In the ranking of the best cities in the world, San Francisco is 14th. Experts praised the city’s economy and educational opportunities. Additionally, many migrants, creatives and intellectual people live here, so the city has a rather high cultural level making it easy for newcomers to integrate into society.

New York is ranked second in the ranking of the best cities to live in. It was recognized as the first in terms of cultural life and the second in terms of promotion and popularity among tourists. There are also many opportunities for work and business: the city was ranked fourth in terms of the number of offices in the Global Fortune 500.
The US offers investors two types of visas. EB-5 is a passive investor visa: you need to invest from $900,000 in an American company and it is not necessary to take part in its maintenance. The E-2 visa involves opening your own business in the country. The investment amount has not been determined, but usually, it ranges from $100,000.
Immigrant visas to the US
Most investors can only get an EB-5 visa. This option is not suitable for everyone because of the high amount of investment and a long wait — it will only be possible to move in one and a half to two years.
To obtain an E-2 visa, one needs to be a citizen of a country that has signed an agreement to do so with the United States. For example, Grenada is a state in the Caribbean. There you can get a passport for investments in the economy from $150,000.
To obtain citizenship of Grenada and an E-2 visa in the United States, an investor needs to invest from $250,000. Applicants receive a second passport in four to six months. It takes two to five months to get a visa. It turns out faster and cheaper than the EB-5 visa.

London is ranked first in the ranking of the best cities to live in. It was ranked first in terms of popularity with tourists and second for cultural life.
London is renowned for its high standard of living and business opportunities. It is one of the business capitals of the world: the city ranks fifth in terms of the number of offices of companies from the Global Fortune 500.
Also, London became second in terms of infrastructure development: famous museums, parks and universities are located here. This makes it one of the most livable cities.
The UK issues a special Investor Visa to wealthy foreigners who invest from £2 million in the country’s business. The visa is issued for three years. It allows you to live, do business and study in the country.
In 2020, 216 investors and 375 members of their families received an investor visa. The result was 40% lower than in 2019. At the same time, the percentage of refusals according to the statements of investors has doubled.

What is the world’s best city?
London has been named the best city in the world for the sixth year in a row. The ‘capital of capitals’ has taken the top spot despite concerns surrounding the city’s post-Brexit future. However, the report’s authors believe the city continues to draw talent and visitors to the en masse and will eventually weather the storm and even emerge stronger.

The UK capital scored highly in the programming, promotion, product and prosperity categories but was some way behind in the place category. Unemployment and a waning economy have meant the city’s number one position is under serious threat.
London is closely followed by the usual suspects of Paris and New York. Paris has moved up a place from last year, overtaking New York, thanks to its ambitious sustainability policies which have included expanding cycle routes, reducing city speed limits and tree planting.
Even though New York was the initial epicentre of America’s coronavirus outbreak, the report remains optimistic about the city’s future. It points to the high number of Global 500 companies located in the Big Apple as well as the city’s endless nightlife, shopping and attractions that sustain its ‘enduring allure’.

Moscow, the world’s fourth-best city, wins praise for its international events such as the 2018 FIFA World Cup Final hosted at Moscow’s Luzhniki Stadium in the city’s 360-acre Olympic complex as well as its plethora of cultural showcases.
Moscow has also benefitted from the first so-called ‘post-Soviet generation”’ of Muscovites who have travelled the world and are now returning with suitcases full of ideas that they’re unpacking to huge effect in their proud city.
Dubai has sneaked into the top five of the best cities in the world for the first time thanks to its ‘alluring blend of over-the-top experiences, Arab heritage and luxury shopping’. The city continues to attract the highest proportion of foreign-born residents of any city in the world, and they tend to be well-educated – ranking 23rd for Educational Attainment globally.

Tokyo is Asia’s highest-ranked city in sixth place and the safest metropolis on the planet. The city is poised to benefit from the range of new infrastructure constructed for the Olympics which will no doubt come in handy in the future.

Why the Ranking Matters: In Travel, They Trust
Before the pandemic, tourism was considered a leading and resilient economic sector.
In 2019, 1.5 billion people traveled internationally. By 2030, that number could grow to 1.8 billion—and many cities could become increasingly reliant on tourist dollars.
According to the World Travel and Tourism Council, cities like Macau, Cancun, Marrakech, and Las Vegas are all heavily dependent on direct tourism and travel contributions to their respective GDPs. As of 2018, more than 50% of Macau’s GDP was derived directly from tourism, while almost half of Cancun’s GDP relies on travelers.
Countries like India and the Philippines are also on travel. India has a related job-to-tourist ratio of two jobs for every tourist and the Philippines has a ratio of one job per tourist.

При оценке используется около 200 показателей. По мнению авторов исследования, «Индекс качества жизни в городах России» позволяет оценить самые разные факторы – от доступности инфраструктуры и транспорта до размеров личного пространства и уровня доверия в обществе.
Зачем создан этот Индекс? Чтобы власти понимали узкие места и знали, над чем надо работать.
Какие города стали лидерам Индекса по качества жизни
Эксперты выбрали 12 направлений, которые наиболее явно влияют на качество жизни в городах.
Жилищные условия
Направление оценивает такие аспекты, как достаточность, качество и благоустроенность, доступность жилья. По этому показателю лидерами стали Красногорск, Новый Уренгой, Сургут, Тобольск и Ханты-Мансийск. Минимальные значения показателя у Кызыла, Грозного, Симферополя, Ялты и Горно-Алтайска.
Доход и работа
В лидерах по этому критерию стали Кострома, Мурманск, Калуга, Красногорск, Магадан. Среди городов, получивших минимальные оценки, большинство относится к регионам Северного Кавказа.
Образование
Направление оценивает следующие аспекты образования в городах: дошкольное, школьное, среднее профессиональное, высшее и дополнительное образование. Лучшими признаны Казань, Нижний Новгород, Воронеж, Новосибирск и Брянск. Минимальные значения Индекса в данной категории у Грозного, Норильска, Кызыла, Новомосковска и Северска.
Мобильность
Этот критерий оценивает степень свободы и комфорта передвижения горожан и затраты времени на дорогу. Впереди оказались Томск, Тюмень, Екатеринбург, Новосибирск, Казань.
Благоустройство
Направление оценивает два основных аспекта развития городской территории: застройка и использование территорий, благоустройство общественных пространств. Лидирующими городами по направлению стали Ставрополь, Ханты-Мансийск и Чебоксары, а также Горно-Алтайск и Гатчина.
Экология
Этот критерий оценивает не только состояние окружающей среды, энергетика, но и обращение с отходами, изменение климата, экологические программы и мероприятия. Лидерами оказались Петропавловск-Камчатский, Тобольск, Ульяновск, Петрозаводск, Магадан. Таганрог, Чита, Кызыл, Махачкала и Элиста получили наиболее низкие оценки по направлению.
Безопасность
Направление оценивает следующие аспекты безопасности в городах: среда как фактор безопасности, происшествия, преступления и нарушения порядка. Лидеры — Тобольск, Казань, Белгород, Чебоксары, Димитровград.
Общество
Направление включает три основных аспекта: социальные связи, значимость в жизни других и волонтерство, доверие. Лидеры — Салехард, ПетропавловскКамчатский, Ханты-Мансийск, Ставрополь, Новомосковск.
Работа и отдых
Направление оценивает следующие аспекты: культура, общественное питание, возможности для отдыха, потребление товаров. Впереди оказались Сочи, Ростов-на-Дону, Симферополь, Петрозаводск, Ханты-Мансийск.
Гражданские права
Направление характеризует следующие аспекты: политическая активность и участие жителей в городском управлении, равенство, социальная поддержка горожан, государственные услуги и сервисы. Лидирующие города – Тамбов, Тула, Майкоп, Новомосковск и Ханты-Мансийск.
Удовлетворенность
Это одно из главных направлений. Оно показывает, насколько жители удовлетворены своей жизнью в городе. Лидерами по направлению стали Грозный, Салехард, Тамбов, Стерлитамак и Сочи. Городами с минимальными оценками по направлению стали Комсомольск-на-Амуре, Чита, Хабаровск и Череповец.

China’s expansive use of cameras and facial recognition technology has been widely documented in the media. These networks enable the country’s social credit program, which gives local governments an unprecedented amount of oversight over its citizens.
For example, China’s camera networks can be used to verify ATM withdrawals, permit access into homes, and even publicly shame people for minor offences like jaywalking.
This might sound like a dystopian nightmare to Western audiences, but according to Chinese citizens, it’s mostly a good thing. In a 2018 survey of 2,209 citizens, 80% of respondents approved of social credit systems.
